Let me make myself clear. There is a difference between respec and respect (note the spelling).
RESPEC
Respec is the ability to re-specialize from one specialty to another. Basically rearranging or reallocating where the skill points are placed on a skill tree. Some games have this feature but others don't. CCP has and still is running Eve Online for 11 years non-stop and every player on Eve can vouch for me when I say that they never received a single respec from CCP despite the mountain of ship balancing changes -- some of which have effectively changed roles altogether -- that have occurred over the course of the last 11 years. Except for one respec that was handed out... on the first year (2003)... on the day of its release. That was considered the FINAL respec ever given. If CCP won't give them, paying customers who subscribe to Eve Online, then us Dust players who play for free have no chance in getting any further respecs and the last one was about 6 months ago when scout suits and heavy suits came out for the rest of the races. Dust has only been around for about a year and a half (release date: May 14, 2013).
Keep in mind that Eve players already have the tools to adapt to any ship balance changes in addition to all skill points being accrued passively 100%. No active SP gains exist in Eve Online compared to Dust which does have active SP gains in addition to passive. The gains in SP for Dust is not that hard especially if you throw in boosters. Even without the boosters, CCP occasionally hosts events that reward players with SP such as the Million Clone Challenge where we gain 1 million SP in 4 days (2 million if we meet the stretch goal) and that's before boosters are applied. Now we have the Sidearm Expert Challenge which rewards the average player with 1,000 SP for every kill made with any sidearm up to 750,000 SP which is quite a lot considering that you're also gaining passive and active SP at the same time along the way before boosters are applied. The bonus reward of naming an officer sidearm is only for those players like me who are willing to go above and beyond to prove who's the most badass for a given sidearm.
RESPECT
Respect for authority. Respecting your elders. Respect for those who you acknowledge to be better than you. This has nothing to do with re-specialization or reallocation of skill points.

I hate to reign in on your parade over here, but CCP Z said that there has been a change of plans since he last posted before he disappeared into obscurity. Therefore, DO NOT HOLD YOUR BREATH for a respec system in Legion.

So a lot of changes will be made from the presentation I made. Even though we want to change the way Progression was in DUST, we still want to keep some important mechanics you guys love.
So for now, I will close this Thread and get back to you as soon as we have the Progression 2.0 Design.

There you have it. Something(s) has or will be changed. He didn't say what those changes are going to be so don't get your hopes up too high for a respec system in Legion. If it comes and you were expecting it, good for you. If it doesn't come, oh well. Tough luck just like how I was expecting a secondary market in Dust that never came.

Considering that CCP Z, in that 30+ page thread I linked, said that the skill progression in Legion will be vastly different than that of Dust, it is extremely unlikely and improbable that our skill trees will transfer given the magnitude of the changes that he was referring to. So you are safely correct to assume that our SP will transfer over.
However, I need to point out something. Given the fact that CCP Z wants to streamline our progression for Legion, it's also unlikely that our current SP in Dust will transfer over in the same 1:1 ratio to Legion. Remember that our current skill tree in Dust is estimated by CCP to take approximately 5-7 years to completely train up and that's only for the skills we have available now. But there is the skill book multiplier to account for. The skills in Legion for Dropsuits (for example) might be more streamlined but invariably end up with higher multipliers or we might see more skills for dropsuits but with lower multipliers. Depending on how it goes we might see either a negative transfer ratio of our SP from Dust to Legion such as 1.1:1 or 1.5:1 something to that effect, or a neutral transfer ratio of 1:1.
